Biographical information:

Born in Kiev, 1918. Had a long military career beginning in WWII as an artillery battery commander and reached the rank of Lt. Col. After retirement in his sixties worked for the municipal garage. Immigrated with children and grandchildren to the U.S. in October, 1994.

Kiev was the site of both an Artillery School and an Artillery Academy. Presumably it is the academy which is described below:

"The Kiev Higher Anti-Aircraft and Rocket Engineering School is one of the oldest and best-known Soviet higher military schools. Founded in 1919 as First Kiev Artillery Courses, it prepared commanding artillery cadre officers as it grew and became First Kiev Artillery School, then the Higher Artillery Engineering School and finally in 1973, the Higher Anti-Aircraft and Rocket Engineering School. Forty-three of its graduates were awarded the title of Hero of the Soviet Union. "

Ilya attended one or both of these institutions.
